ANNUAL GENERAL MEETING
The MINUTES of an ANNUAL GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 1st May 2008 at 7.00p.m.

CERTIFCATE OF 08/001 The Town Clerk read the Certificate of the Un-
UN-CONTESTED ELECTION contested election.
The
Town Clerk indicated that the ninth remaining vacancy had been re-advertised
and that an election would be held on
DECLARATION 08/002 All eight Commissioners signed the Declaration
BOOK Book in the presence of the Town Clerk.
APPOINTMENT 08/003 In accordance with Standing Order number 3a the
OF CHAIRMAN retiring deputy Chairman, Mrs. T M Birkett was appointed Chairman of Peel Town Commissioners for the municipal year 2008/2009.
Mrs. Birkett was invested with the Chain of Office by the Town Clerk. Mrs. Birkett then took the chair for the remainder of the meeting.
DEPUTY 08/004 Two proposals were made for the appointment of
CHAIRMAN Deputy Chairman namely Ms. P Hardman proposed by Mr. Lace and seconded by Mrs. Moughtin and Mr. R M Gimbert proposed by Mr. I Skidmore and seconded by Mr. E Beale. A ballot was held for this appointment and the Town Clerk indicated at voting that there were four votes for each nomination of Deputy Chairman. In accordance with Standing Orders the Chairman Mrs. Birkett cast a deciding vote in favour of Mr. Gimbert to be Deputy Chairman for the municipal year 2008/2009.
ELECTION OF 08/005 It was AGREED that the lead members of the

APPOINTMENT 08/006 It was AGREED that the following Members of the

Manx National Heritage – Mr. D J Lace
Western Civic Amenity Site – Mr. R M Gimbert
Western Pool Authority – Mr. E Beale
Peel and Western District Housing – Mrs. C Moughtin and Mr. I Skidmore
Peel Chamber of Trade – Mrs. J O’Halloran
It was AGREED that the Young Persons
representatives be held over until the final position of Commissioner had been
decided on
MINUTES 08/007 The Minutes of the meeting held on
LOCAL 08/008 The Town Clerk referred back to Minute 07/449
GOVERNMENT and indicated that the Viking stockades huts had
MISCELLANEOUS now been moved on to Department of Agriculture
PROVISIONS ACT 1984 and Fisheries and Forestry land at Knockaloe. NOTED. Work had progressed on tidying up the site and Mr. Shakespeare of Street Heritage Limited indicated that some of the portable toilets had been sold and the others would be moved in due course.
Reference was made to the second Abatement Notice served upon Holborn Enterprises and the Town Clerk indicated that upon inspection this site had been completely cleared of items of refuse and rubbish. NOTED
PEEL TRADERS 08/009 The Chairman referred back to Minute 07/450 and wished to record her best wishes for the resurrection of the Peel Chamber of Trade and Commerce and indicated that those that had attended the recent meetings had shown a degree of enthusiasm and Mrs. Birkett was hopeful that the Chamber would progress and grow in size and stature.
CLEANING OF 08/010 The Town Clerk referred to Minute 07/464 and
ROAD GULLIES tabled a
Department of Transport specification which indicated the level of road gully
cleaning required by that Department.
With regard to the Town of
EMPLOYMENT 08/011 Members gave consideration to a Department of
EQUALITY BILL Trade and Industry consultation document regarding proposals for inclusion in a new Employment Equality Bill. Mr. Gimbert indicated that if provision was made for discrimination on religious grounds then it should also be included on ethical grounds. It was AGREED to advise the Department accordingly.
STREET TRADERS 08/012 Consideration was given to an email request from
LICENCE Mr. & Mrs. Hill/Venning who were interested in seeking a permanent site in Peel from which to sell fast food from a mobile catering facility. The request was discussed and Members were of the view that as there were plenty of permanent premises within the Town providing fast food. It was AGREED to refuse the request.

APPEAL 08/017 Members noted receipt of an Appeal decisions as
DECISIONS follows:-
PA 07/1179 On Appeal – Mr. E E Wood- installation of four replacement windows to the front elevation, Beach House, Crown Street, Peel. The Minister had concurred with the independent Inspector and recommended that Peel be dismissed and that the original decision to refuse the application be upheld. NOTED
PA 07/490 On Appeal – Mr. & Mrs. J Vickers – erection of two town houses to replace existing garage, office and yard, Lewis’s Yard, Gawnes Court, Douglas Street, Peel. The Minister concurred with the independent Inspectors decision and the Appeal had been dismissed the effect of which confirmed the decision of the Department to refuse the application. NOTED
PA 07/1733 On Appeal – Mr. L T & Mrs. M A Cowin – approval in principle for the erection of a dwelling, Sea Peep, Poortown Road, Peel. The Minister concurred with the independent Inspector’s decision allowing the Appeal which in effect confirmed the decision of the Department to allow the application subject to a revised planning condition three. NOTED
MANX SAX 08/018 The Town Clerk referred to discussion with
representatives of the Manx Sax Ensemble and their agreement to entertain the
PROMENADE 08/019 The Town Clerk reported that the Department of
WALL Transport had given an indication that it maybe able to commence the first stage of replacing some of the Promenade railings with a stone wall. The area under consideration was from the Weatherglass Corner to the Promenade Kiosk. Members discussed the matter and AGREED to recommend that sandstone be used to blend in with the existing sandstone and adjacent castle.
NEXT BOARD 08/020 Having regard to the fact that the election for a Commissioner was scheduled for the 15th May 2008 it was AGREED to hold over the regular Board meeting of the Commissioners scheduled for that date until Tuesday 20th May 2008.
Upon discussion it was suggested that consideration be given to amending the dates of the two regular Board meetings from the first Wednesday and third Thursday to the 1st and 3rd Tuesdays. It was AGREED that a motion to amend Standing Orders be submitted in due course.
This
part of the meeting ended at
